In March 2010, Ordinance 183657 was unanimously passed, adopting City Code changes to strengthen the City’s Independent Police Review (IPR), empowering greater oversight of the Portland Police Bureau. IPR now has a voice on the Police Review Board, authority to initiate investigations, issue subpoenas and reject police investigations if they believe that the investigation is incomplete or needs further review.
As part of that effort, a stakeholder committee was formed to offer additional recommendations for stronger oversight. This committee worked through the summer and prepared a report to the City Council that will be presented on Wednesday, December 1st at 2:00 PM.
