On March 10, Commissioner Leonard gathered in front of City Hall with approximately 75 members of Portland's Tibetan community to commemorate the 52nd anniversary of the the uprising in Tibet. Commissioner Leonard called for an end to human rights violations in Tibet. Those in attendance braved wind and rain to hear messages of hope and peace.
